Description

Routine travel to and from the remote workstation is required to perform on-site audit/investigation procedures. This position is a remote workstation location and based on the selected candidate?s home address, which can be in Breckinridge, Bullitt, Grayson, Green, Hardin, Hart, Henry, Jefferson, Larue, Marion, Meade, Nelson, Oldham, Shelby, Spencer, Taylor, and Trimble counties.

The Office of Unemployment Insurance is an agency of the Education and Labor Cabinet. The Office of Unemployment Insurance assists Kentuckians who are unemployed or underemployed and actively seeking employment. The Office oversees unemployment insurance benefit payments, provides claim assistance, enforces unemployment insurance tax requirements for employers, audits employer records to ensure compliance, adjudicates disputed claims, conducts hearings for claims that have been appealed, and conducts quality control reviews to ensure each area within the office comply with federal and state regulations.

This is a federally funded time-limited (FFTL) position. This means it is a position that is paid entirely as the result of a federal grant. The duration of employment shall not exceed the life of the federal grant that funds the position. An employee appointed to an FFTL position is required to meet the minimum requirements for the classification. Further, an employee appointed to an FFTL position is designated as an unclassified (non- merit) employee. An FFTL employee is eligible to receive benefits at the same level as a classified (merit) employee in a permanent position.

This position will have access to confidential and sensitive information. The successful candidate will be required to ensure the safeguarding and security of all confidential and sensitive information and will be required to complete trainings, sign acknowledgments, follow all policies and adhere to all statutes and requirements pertaining to the safeguarding and security of confidential and sensitive information while employed and after employment ends.

Job Duties:
? At a beginning level and under close supervision, audits employer payroll records to assure compliance with KY UI tax laws and regulations and to determine liability and accuracy of wage and tax data reported by employers.
? At a beginning level, applies professional auditing standards, methods, and procedures to review, explain, and interpret regulatory reporting requirements.
? Secures and/or completes quarterly unemployment wage and tax reports; assesses tax, interest, and penalties not previously reported or paid.
? Determines coverage of claimants not previously reported. Investigates employer/employee relationships to determine worker coverage.
? Completes and submits daily reports (UI 257 & UI 258), monthly reports and travel vouchers, and timesheets per due dates.
? Determines subjectivity status of employers.
? Secures and/or completes forms required to establish and/or void employer accounts.
? Assists in the application of legal action to enforce collection; assists with serving summons and subpoenas; observes and/or serves as a witness in Kentucky Unemployment Insurance tax appeal hearings.
? Performs other duties as assigned.

Minimum Requirements

EDUCATION: Graduate of a college or university with a bachelor's degree that includes twelve semester hours or eighteen quarter hours in accounting, finance, or statistics courses.

EXPERIENCE, TRAINING, OR SKILLS: NONE

Substitute EDUCATION for EXPERIENCE: NONE

Substitute EXPERIENCE for EDUCATION: Three years of professional level experience in unemployment insurance, accounting, banking, finance, bookkeeping, payroll, statistics, or determining eligibility for government benefit programs will substitute for the required accounting, finance, or statistics hours.

Working Conditions

Duties are performed both in and out of an office setting. Travel is usually performed within an assigned area of the state. Occasional overnight travel and travel throughout the entire state as well as some surrounding states will also be required.
