Develops, interprets and implements complex financial and accounting concepts, or techniques for financial planning and control. Conducts a variety of highly skilled accounting functions on behalf of the City?s Finance Department. Assists the Chief Accountant in compiling and analyzing financial data; prepares a variety of financial records and reports; responds to accounting inquiries from City departments; and provides technical support in relation to the City?s financial software system. Reconciles subsidiary records and bank statements to the general ledger and research discrepancies; assists with period end and year end processing in General Ledger, Payroll and Accounts Payable; prepare and files State and Federal reports on a monthly, quarterly and annual basis for the City; assists with the preparation of the Comprehensive Annual Financial Report; assists departments and other customers by providing information and guidance on accounting procedures; assists with the development, review and update of the City Financial Policy and Procedure Manual; prepares general ledger information, history, and projections for the Director of Finance, City Manager, and Assistant City Managers; complies, analyzes and verifies the accuracy and completeness of financial data; provides technical support and training to City personnel regarding the City?s financial software system; responds to a variety of accounting inquiries from City departments and personnel including but not limited to accounts, transaction activities, and/or other finance matters; and performs other related duties as assigned. Hours: Mon ? Fri, 8:00am-5:00pm.
Bachelor?s Degree in Accounting, Finance, or related field, with at least twenty-four (24) hours in Accounting AND four years general fund accounting with bank reconciliation experience; OR an equivalent combination of education and experience. Required knowledge of finance operations, policies, and procedures; principles and practices of accounting; regulations and standards governing municipal accounting activities; accounting records, reports, and documentation; and automated financial systems and software. Required skills in coordinating and performing a variety of highly skilled accounting functions; reconciling accounts and compiling and analyzing financial data; preparing and maintaining a variety of financial records, reports, and documentation; providing technical support and training in relation to the City?s financial software system; and establishing and maintaining cooperative working relationships with other staff, City departments, outside agencies, and the general public. Work is performed in a standard office environment. A valid driver?s license with a good driving record is required.
