About the Independent Evaluation Group

The Independent Evaluation Group (IEG) is the organizational unit in the World Bank Group (WBG) providing evaluation and feedback on the development effectiveness of Bank Group activities in client countries. IEG is independent of WBG management and reports directly to the Board of Executive Directors, with day-to-day oversight by the Board?s Committee on Development Effectiveness (CODE).

IEG?s mission is to improve development results through excellence in evaluation. IEG is directly responsible for assessing programs and activities; making recommendations to help improve the Bank Group?s development effectiveness; appraising the Bank Group?s self-evaluation and development risk management systems; cooperating with the evaluation heads of other international financial institutions and development assistance agencies; and assisting developing countries to build effective monitoring and evaluation capacities, systems and associations. IEG also aims to improving Bank Group?s work by identifying and disseminating the lessons learned from experience.

IEG is led by the Director General, Evaluation (DGE), who reports directly to the Board of Executive Directors through the Committee on Development Effectiveness (CODE).

About IEG Operational Departments

IEG has two operational Departments: Finance, Private Sector, Infrastructure and Sustainable Development Department (IEGSP) and Human Development and Economic Management Department (IEGHE) which between them cover all the World Bank Group sectors, industries and cross-cutting areas. The Operational Departments are responsible for leading the evaluation of World Bank Group programs, projects and analytic and advisory products as well as country strategies, corporate evaluations, and a sector and thematic evaluations across the World Bank Group.

About IEGSP and IEGSD

The IEGSP department has three units which as a whole covers evaluation of all three arms of The World Bank Group: World Bank, International Finance Corporation (IFC), and Multilateral Investment Guarantee Agency (MIGA). IEGSD is responsible for a work program that covers finance, infrastructure, and sustainable development. This includes field evaluations, and the validation of micro review reports, while IEGFS is responsible for thematic and focused (macro) evaluations; and IEGFP is responsible for project-specific (micro) evaluations of the IFC and MIGA (IEGFP).

Duties and Responsibilities

The IEG Sustainable Development and Infrastructure Unit (IEGSD) is recruiting a Senior Evaluation Officer, Infrastructure to contribute to and take the lead on the preparation of macro thematic evaluations, micro review reports, project cluster evaluations, thematic and focused evaluations, as well as Learning Engagements for topics related to the infrastructure sectors. More specifically, under the direction of the Unit Manager, the Sr. Evaluation Officer will have the following primary responsibilities:

? Lead, co-lead and/or participate in macro thematic evaluations
? Lead, co-lead micro reviews and synthesis reports on trends in the energy and infrastructure sectors.
? Contribute to thematic evaluations assessing the relevance and effectiveness of the World Bank Group assistance in the infrastructure and planet sectors. The selected candidate will be asked to carry out evaluations that cover all three institutions (the majority of FS evaluations cover all three institutions) or that are specifically focused on the World Bank, the IFC and/or MIGA.
? Lead, co-lead and/or participate in the development Learning Engagements (LEs) on topics related to the sectors mentioned above.
? As lead, co/lead or senior member of thematic evaluations and LEs, the senior staff member will oversee the work of junior staff, including by providing quality-assurance (setting and upholding high standards of quality for various evaluations) and will seek advice from the IEGSP technical leads and the SD manager. He/she will also advise other IEG teams on energy and infrastructure related issues.
? The senior staff will engage in disseminating the findings of the evaluations, EINs and LEs within the World Bank Group (internal dissemination) and with external clients (government representatives, private sector and international partner organizations). He/she will work on the dissemination plan closely with IEG Knowledge and Communication (KC) team.
? Contribute to VPU, departmental, and cross-sectoral activities designed to help IEG pursue its mission, specifically in providing methodological advice and coaching across units, and contribute in other forms to the development of IEG products.
? Excellent communication, diplomatic and negotiating skills, with demonstrated strong personal maturity, balanced judgment, and a track record of building and maintaining partnerships with colleagues and clients.
? Excellent teamwork and interpersonal skills, capacity to motivate and develop teams, and ability to operate collaboratively within and across organizational boundaries.
? Proactive, inclusive and innovative, with an open and collegial work style and ability to listen and integrate ideas from diverse points of view.
? Ability to coach, mentor, develop and empower more junior staff, provide seasoned advice to more senior staff and managers, and work collaboratively with peers.

Selection Criteria

The successful candidate is required to have the following minimum qualifications, skills, motivation, and personal attributes:

? Advanced degree in energy, transport, water, environment, agriculture or another infrastructure sector discipline; a finance sector discipline, ideally with exposure to infrastructure financing and/or PPPs; and/or an advanced degree in economics or evaluation methods.
? Some experience and/or an aptitude for designing, conducting and leading evaluations; typically, the successful candidate will have 8+ years of relevant experience in World Bank or other IFI operations that can be applied to evaluation work.
? Outstanding analytical aptitude, as evidenced by a strong track record of solid contributions to development project design, implementation and review of projects in the infrastructure, finance and/or sustainable development portfolios.
? Sound knowledge and understanding of WBG operational strategies, processes, and instruments.
? Excellent communication, diplomatic and negotiating skills, with demonstrated strong personal maturity, balanced judgment, and a track record of building and maintaining partnerships with colleagues and clients.
Excellent teamwork and interpersonal skills, capacity to motivate and develop teams, and the ability to operate collaboratively across organizational boundaries.

Job-Specific Competencies:

? A minimum of eight years of experience in operational and/or analytical work in a relevant department of the World Bank, the IFC, MIGA or another international financial institution with private sector operations.
? Experience working with portfolio data of the World Bank and/or IFC or MIGA.
? In depth knowledge of some of the key advanced quantitative and qualitative evaluation methods, including for example structured literature review, portfolio analysis, development of theory of change and theory of action, comparative case studies, statistical and econometric analysis and qualitative data analysis.
? Familiarity and exposure to World Bank (or other International Financial Institutions) operational strategies, processes, instruments, policies and procedures. Familiarity and exposure to IFC?s or MIGA?s operational strategies, processes and instruments is a plus.
? Familiarity and some exposure to evaluation methodologies and evaluation products for World Bank operations, such as IFI?s Good Practice Standards and ICRRs. Knowledge of IFC and MIGA?s evaluation methodologies and products, such as XPSRs, PCRs and PERs, IFC?s AIMM and MIGA?s IMPACT is a plus.
? Highly organized and able to work under competing deadlines and multitask. Driven and committed to consistently deliver high quality work.
? Demonstrated ability to operate collaboratively across organizational boundaries and track record of strong teamwork, knowledge sharing, and capacity to motivate and develop teams.
? Ability and willingness to travel to developing countries.
? Fluent in English. Fluent knowledge of other languages is a plus.
